Energy Performance Certificate

What does the energy performance certificate provide information about?

The energy performance certificate provides information about the overall energy efficiency of a building. Both the building envelope and the building services systems are considered.

Who needs an energy performance certificate?

Depending on the building regulations of the individual federal states, an energy certificate must be submitted to the building authorities for new builds, extensions and conversions, as well as renovations. Submission may also be required as part of commercial law procedures.

The energy performance certificate is a core element of planning for both new buildings and renovations and is used, among other things, to optimize the dimensions of the building's insulation layers.  For this reason, the calculation should always be carried out at an early stage of planning, even for small properties (e.g. detached houses).

An energy performance certificate is also required for applications for housing subsidies and for subsidies for new buildings or for the thermal refurbishment of commercial properties. An energy performance certificate must also be submitted when selling or renting properties. It is also mandatory to state the heating requirement and the overall energy efficiency factor in real estate advertisements.  (->to the Energy Performance Certificate Presentation Act (EAVG) 2012)

For companies, the energy performance certificate is also an essential data basis for energy audits and sustainability reports (incl. ESRS reporting obligation). 

Energy performance certificates are also essential for the financial valuation of properties.


Contents of the energy performance certificate

The energy performance certificate must consist of two pages of results and an appendix containing, among other things, a comprehensible determination of the geometric, building physics and building services input data. For existing properties, recommendations for measures to reduce the final energy demand of the building are mandatory.

Why an energy performance certificate from EEC?

The energy performance certificate has the quality of an expert opinion. The information in the energy performance certificate represents a warranted characteristic of the rented or purchased property. They are therefore part of the contract and can give rise to claims for recourse against the seller in the event that the property does not have this characteristic. The quality and accuracy of the energy performance certificate is therefore of crucial importance for the seller of a property. For existing buildings, we therefore always carry out an inspection of the building, including the building services systems, to verify the input data.  During the inspection, it is usually possible to collect additional data that is not apparent from the existing documents, which in many cases leads to better calculation results than calculations based on minimum values for the building components specific to the year of construction, which must be used in a calculation without an inspection in the absence of detailed component descriptions.

For new buildings and in the case of renovations, we also offer comprehensive consulting services and support with the application for subsidies or prepare the application for subsidies (e.g. environmental subsidies for companies, environmental subsidies for private individuals, housing subsidies, etc.).
